My iPhone connects to my computer just fine. That isn't the issue. I have restarted both my phone and computer. When I plug in my phone and open up iTunes, the phone starts to charge, but iTunes takes no notice of it at all. No notification saying it's unrecognizable or anything like that. It's just like when I don't have the phoen plugged in. Help, please?

Could be a bunk cable. I have two cables at my desk, one only charges and the other will pass data. Can you guess which one came with the phone and which came from the $0.49 listing on eBay?

If another cable does the same thing you have one of two problems. Bad or disabled USB ports (Can be ruled out by connecting other devices), or bad dock connector on the phone (A merry jaunt to the Apple store). Hopefully thought it's just the cable.
