Nope. I was able to exchange for a iPhone 4 running 4.3.5

That's because it takes time for the existing inventory to be sold and the iOS5 equipped iPhone 4 models to make their way through the channel.

The old 16GB and 32GB models would probably still have iOS 4 on them. The new 8GB model should have iOS 5.

Either way all you have to do is plug it into the computer and update it. It doesn't cost you anything.
