My IPhone 4 has a strange symbol on the top right corner. Its a lock with a circle around it. What does that mean??

it means you are locked in portrait view. unlock your phone, double click the home button slide to the right once, and click the lock or circle arrow on the left side

Its the screen orientation lock, double click the home button and swipe the dock menu lto the right to switch it off.
