iPhone 4Gs "Call Failed" while roaming

I have verizon as a provider and was traveling out-of-state. I was out-of-network and roaming. I could receive incoming calls, emails and txt messages and could send emails and txt messages but everytime I tried to make an outgoing call it would instantly flash "call failed" (others with me also had verizon but not iPhone and had no issues). Tried a hard reset and tips provided from others related to prior iPhone versions/OS and nothing worked. Called Apple and Apple told me it was a provider problem. Called Verizon and Verizon told me it was an iPhone problem. Shocking! Anyone else have this problem and know a fix?
