That would depend on whether you need the 64GB or not and if you are getting them at the same price.
Honestly take a look at your needs
I choose to go with Verizon 4S 64GB because I wanted the space and I could afford to wait 3 years for it to become unlocked. I travel to South Korea every couple years to visit so having an international only unlock is no biggie for me. For you, it may be different.What I would do is irrrelevant unless you're buying it for me. You need to sort out your priorities and make your decision based on them.
