No, cant activate it without a sim.
You can use someone elses sim if you want to activate it and get in the homescreen and then take their sim out.

If I buy an unlocked phone then put a orange sim in let's say, then I activate it, take the sim out. Will I be able to put a 3 sim in after? Or will it lock on orange?
Yes, you can activate an unlocked iphone with any carriers sim.
It will never lock to any carrier and you can swap sims at any time.
