iPhone 4S AT&T Hotspot Tethering VS iPhone 3GS

Would tethering from the official AT&T hotspot within the 4S be quicker and smoother vs the 3GS?

I have my iPad2 tethered to my 4S and am curious if there is a speed improvement over the 3GS for this specific purpose.

I believe that the 4 and 4S takes advantage of AT&T's HSPA+ network, so if I'm not mistaken, your data speeds will theoretically be higher compared to HSPA on the 3GS. The bottleneck will potentially come from the overhead in having to use the Wifi/Bluetooth between the iPad and iPhone with associated processing power.
