iPhone 4S AT&T question

Is it possible to buy factory unlocked 4S in the US which has AT&T Sim inside? Model MC924LL.

Everywhere on the net it states that it is locked but I activated this phone with a local sim card and it still works with various carriers. It was brand new from a sealed box with AT&T sim inside.

Does it mean that they have an option of unlocking it at a store before they give it to you?
