Does apple still replace the back glass on the iPhone 4S for $30 and if so how long do you think they will continue to do it?

They do and they still do the 4 so I would say as long as they stock/ sell the device
You can buy your own online for for about $11. Two screws--takes less than 5 minutes to change. Lookup iphone4parts.com. I've purchased front and rear glass from them. Make sure to get the special fastener driver to remove the screws. They also sell the driver.
