I bought a second hand 4s with ios 7.1.2, I restored it and set it up as new iphonebut the battery is draining 12% in 7 hours in stand by. I disabled many stuff in OS and still nothing. Is it normal or should I change the battery?

I get about the same on a brand new battery. I'll lose about 10% while I sleep for 6-8 hours.

It wasn't always like that, with iOS 5 and 6 I feel like it would sit on standby at 100% pretty much all night.

You can check the battery with a program on a Mac or PC like iBackupBot. Under more information you'll see design capacity and full charge capacity. But like I said I experience the same and I have have a brand new battery in my phone. Cellular signal strength plays a big roll in this too..
 
Same here, with ios 7 my battery life has reduced.. It's normal for 12% in 7hrs standby for a 4S.. And plus urs is second hand.. My usage is low. But still have to charge it everyday.. While other phones like the 5 and 5S have a better battery ...

I used ibackupbot and this is what I got, I also changed the gevey sim and hopefully I get more battery life.
