iPhone 4S bluetooth tethering slow?

Has anyone tried tethering over BT with their 4S? I'm finding myself limited to 1mbps in both directions even though I can speedtest as high as 6mbps on the phone itself. If I connect over USB, I can get the full speed. With my old iPhone 4, BT and USB speeds were very similar, in fact BT was faster in some cases. Wifi seems to be hit or miss (and I don't like using wifi for tethering since it tends to consume more power)
