I put a new battery on the 4s and on the screen there is only the drained battery animation. I plugged the phone on my computer but the phone does not turn on, I can only see the battery animation on the screen.
 
Leave it on charge for a while. Battery could be entirely dead and the phone will not do anything until is gets some juice in it!

If you can put it on a charger rather than USB on your computer.

When I was draining my old iphone 4's battery, the phone would turn on after 10 minutes.
 
Is this a battery certified by Apple? If not, then there's no point in comparing it to an Apple certified battery.

I would question the quality of that battery. New it should be in a stasis type state and holding a charge. You can use a program like ibackupbot on a PC or Mac to check it.
