Can't you turn on mobile hot spot?
 
Since ATT can determine when you are tethering, there seems to be no reason why they cannot have a separate data amount for tethering.

They just dont want to because they'd rather get you off of unlimited.

At 2gb or 4gb seems rather a small amount considering that tethering will natually lead to increased data usage.

If they offered a 6 or 7 gig plan...I'd probably switch.
 
I wish there was a simple JB tool that would literally run and simply enable tethering. I don't have any interest in jail breaking my phone in general ... I just want that feature for emergencies/travel. It could even un-JB the phone.

To be honest, most of the time I'm out of the country on an international SIM, tethering is simply enabled by default. It's great. However, the USA sucks for this.
 
Only option at this point is to pay the $20 a month extra for tethering.

No jailbreak for the 4S exists, and based on current activity it will likely be weeks at the earliest before there is one.
