If I were to say buy an iPhone 4S can European networks take advantage of the "3.5G" network or would you be stuck with normal 3G. I've heard that some networks are now just gradually rolling out LTE but heard nothing of the fake 4G.

It really depends which country you plan to visit. Generally speaking, The HSPA+ coverege in Europe Is great.
 
Keep in mind that the 4s is limited to hspa+ 14.4. Meaning your speeds might top out around 7mbps max.

You'll need an iPhone 5 to take advantage of the much faster DC-HSPA networks
 
So basically a iPhone 4S won't be significantly faster than a iPhone 4? I know in the U.S at least with AT&T the speeds are much better with a 4S than a 4.
