iPhone 4s iCloud contacts?

friends,
one of my friend just bought a new iphone 4s and created 165 contacts in it, he use windows pc with microsoft outlook express, i have set icloud on windows, and selected Contacts and Photo Stream in it, Photo Stream works great, but in contacts there is problem,
Iphone have 165 contacts, in outlook express "contacts in icloud is 123" but when i select Phone List i can see all contacts, i dont know why is that happening,
Please help

Are you sure contacts are actually missing? I wonder if outlook is counting multiple numbers for 1 contact as 2 or 3, and icloud counts it as 1.

contacts are not missing,
in outlook express when i click on contacts in iCloud it shows me 123 contacts, but if i click on Phone list under icloud contacts its shows me 165 which is right

What does it matter then if none are actually missing? It is probably doing what I said. Outlook is counting multiple numbers tied to the same contact as multiple contacts, not just one.

for example:
outlook- john smith (3 contacts)
xxx-xxx-xxxx
xxx-xxx-xxxx
xxx-xxx-xxxx

icloud - john smith (1 contact)
xxx-xxx-xxxx
xxx-xxx-xxxx
xxx-xxx-xxxx
