I was recently looking on ebay/craigslist and it seems that iphones are so cheap now going for 350-420 for the 16 gb model is this the same in your area?

It's because of rumors before the next big release. The problem is that people are undervaluing them so that they can have the next upgrade as opposed to selling them for what they're really worth.
