iPhone 4s not sending text over 160 characters

I am trying to trouble shoot a friends phone. She has an iPhone 4s and is not able to send a text over 160 characters. She said she was having a connection problem this morning, restarted the phone that took care of that issue. Now she is not able to send a long text. Is there a setting some place, or could this be a network error?
