iPhone 4S picture rotation cannot be saved..

Every 10th or so pictures I rotated using Win 7 Fax & Picture Viewer cannot be saved.
Why only occasionally ?. Occurs every about 10th picture !.
Why can't Window explorer recognize the iPhone orientation when the picture was taken ?. ( EXIF data ? ).
Will Mac recognize orientation ?.

I ran in to this also. I just take pictures now so they don't have to be rotated. I turn my 4s so that I use my left thumb to operate the the volume up button for the shutter.
