iPhone 4S upcoming purchase - would jailbreak and unlock

Is there an ideal iOS or baseband version to look for or can just about any iOS be hacked.

Baseband for unlocking I'm not sure. Then again, I would go to a 3rd party vendor to get a cheap unlock. Unlocking via "hacking" of the baseband is getting more limited and limited.
