iPhone 4S refusing to call

Hi all, has anyone had the problem of typing in a number, then pressing call and it just does nothing? At the same time it also refuses to receive a call, but when you press the voicemail button it attepmts to call but just freezes on the calling screen forcing a closure of the call app.
 
Out of curiosity, does anybody think this is more of a hardware or software issue? I'm thinking its primarily a hardware issue with software which cannot understand the issue.
