iPhone 4s, sim-card to days after

Dear MacRumors users,

I just received confirmation by email that I have purchased an iPhone 4s, and it will be delivered within a few days. Also, the carrier will be sending me my sim-card (my first micro-sim) no more and no less than two days after I have received my phone for security reasons.

I am pretty sure this means I will not be able to activate and use my phone until I receive that micro-sim, true?
