I have an iPhone 4s w/16 Gb memory out of the 16Gb it says I have 755Mb Available. So I went to iCloud, purchased an additional 10 Gb of iCloud storage. as I try to download an hour movie to my iPhone, it says not enough available storage, then directs me to Settings to manage my storage. There I see I have 15.0 Gb of storage, 14.5 free, can someone assist me in being able to use this storage please? thank You in advance.

iCloud storage is cloud storage (where you can back up your phone's photos, texts, settings, app data, etc..). The storage it is warning you about is the available memory on your phone - local storage. These are two different things. I'm afraid that you bought the extra iCloud storage for nothing.

What you need to do is delete some music/movies/photos from your phone to make space on the phone's local storage to add the new movie you want to your phone.
