iphone 4 is fine, but I heard that some people have problem using cutted T-mobile sim card in iphone 4s. (no sim or no signal)

You can get a true Micro-SIM from T-Mobile. I noticed that my decade-old Voicestream SIM contacts were a little too large to allow me to use a SIM cutter, so I just went to a T-Mobile store and asked if I could replace my SIM. They did so at no charge.

I had no trouble with my self-cut T-Mobile sim. It was replaced this summer though so I guess it's one of the newer ones.
