actually it is the model. Many of Verizon's phones can surf and talk at the same time. Apple hasn't enabled 4G LTE on iPhone yet. Hopefully this will be a feature on the iPhone 5!
It's a network issue... any phone manufactured for Verizons 3G Network can not talk and surf but you can on the 4G.
It isn't a limitation of the current CDMA2000 standards. Its a limitation caused by Verizon not upgrading its network to support EV-DV revision of EV-DO or not selling more phones that utilize this new revision to EV-DO.
Verizon / Thunderbolt is using SVDO which allows voice and data simultaneously with no wifi or 4g enabled. Its an evolution of EVDO and Verizon recently implemented it.

Man, I don't wanna pull the fanboy card on you guys... but you're kind of asking for it. Only the thunderbolt can talk and surf the web?? No. Try the Razr, Stratosphere, Bionic, Revolution, Charge, Nexus, Rezound, and Breakout can. Any phone that HAS 4G LTE CAPABILITY. Verizon's 4g Network supports talking/surfing. Apple decided not to enable the iPhone 4s with this capability. Can you explain to me how if the network can do it, but this particular phone doesn't support it, that it's the network and not the phone?![]()
