Around the time I downloaded IOS 7 my iPhone 4s quit charging from the wall or my car charger when turned on. It will charge when turned off or from the usb port on my computer when turned on. I have tried it on different certified chargers and in different cars and houses. I brought it to an Independent Apple servicer. Not connected to Apple but has a good reputation. He tested the port, battery and logic board. He could not find anything wrong. I have found other people on the internet with the same problem but no answers. Any suggestions? It is not under warranty.
