I want to erase all contents and settings to a factory state with my Jailbroken Iphone 4s. When I do, the phone stays on the spinning wheel forever and does not restart.

I want to reset to factory and if I have to re-jailbreak thats fine, but I dont want to update to 6.1.3 and lose jailbreak.

Well you totally screwed yourself over there. If you wanted to restore your iPhone to factory and keep the jailbreak you should have used iLEX RAT.

Never, ever hit "reset all content and settings" on a jailbroken iPhone. Now you need to put your iPhone in DFU mode and restore.

There is no jailbreak for iOS 6.1.3
 
Actually if you click erase all contents and settings, you can press power and home to reset, then release when the spinner goes away. From there you can press power and get back to your home screen. So its not a complete loss, you just don't erase anything.
