My iPhone seems to think its battery is full at 71% and won't keep charging. I've tried a reset which didn't work and can't do a restore as I'm in Thailand and my computer can't download iOS 6 on this terrible wifi. Does any have any ideas of what to do?

Try running it down to 0 or close to. And then charge till full. That is how to calibrate the battery. It might help you.
