iPhone 4s Won't Charge Past 71%

My iPhone seems to think its battery is full at 71% and won't keep charging. I've tried a reset which didn't work and can't do a restore as I'm in Thailand and my computer can't download iOS 6 on this terrible wifi. Does any have any ideas of what to do?

Try running it down to 0 or close to. And then charge till full. That is how to calibrate the battery. It might help you.

No Dice so far. Any other ideas? If I can't get it sorted out do you know what my options are abroad? There aren't any apple stores in Thailand.
