iphone 4s won't turn on

My iPhone 4s won't turn on while connected, at first i thought it was my cable so i bought a new one but it says its charging but it won't turn on. I've upgraded to 9.2 i believe.

Hold the HOME and SLEEP buttons at the same time until an Apple logo appears, about 10-20 seconds. If nothing happens charge with the wall charger for 30 minutes and do it again.
