So, in my area we currently have 4g hspa+, with 4g LTE coming by the end of the year or early 2013. Does the iPhone 5 work with the 4g hspa+ or is it set only for 4g LTE / 3g?

I'm not too knowledgeable when it comes to these networks and frequencies and such but if the 4S supported it, I see no reason that Apple would backtrack and not incorporate this technology. It would upset a lot of people because most of the US won't have LTE for quite some time.

It will work on HSPA+, DC-HSDPA & LTE

The iPad 3 is LTE & 4g hspa+. So I would think the iPhone 5 would be the same.
 
Yes the 5 is compatible with HSPA+

And when your area gets LTE it will work at LTE Speeds.
