iPhone 5 crashes with 25-40% battery left

Is this normal? It shuts off automatically and it tells you to connect the lightning cable to the computer to restart the phone. I have reset the phone and this still occurs. The phone is out of warranty. What should I do? Is this a phone problem or the operating system?
