iPhone 5 data slow?

I have an iPhone 5 on AT&T, we don't have LTE in our area yet and only get 4G. When making phone calls data is painfully slow, on the iPhone 4-4S was always fast during calls.

Is this a problem with iOS 6 or AT&T?
