ok i have a verizon iphone 5 16gb. i have a 2gb data limit per month, 700 min, and 100 text limit. shouldnt my phone have the hotspot feature or am i mising something?

I believe that is only available with the new family share plans. You likely will have to switch to one of those plans or pay another $30 a month for that option.
