iPhone 5 - lightning to VGA adaper charging question...

I just got a lightning to VGA adapter for my 5. The VGA part works fine, but the phone will not charge when I have a lightning to USB cable plugged into it to a PC. Should it? Or does it only support charging from a 110v plug?
