iPhone 5 locking up screen stuck/frozen?

Yeah I just bought my Iphone 5.. super exicted, already waited forever before it would charge, and I filled in which language, and now I typed my Pin in, and it wont go on? It just says Locking up.. Please wait. And If I lock my phone, I have to start all over.. Does it just take forever or is it a bug?
