iPhone 5 rows?

I still have only 4 rows of app icons. Can't move them to that last row. Something I'm doing wrong?

iOS makes applications stick to the top and fill rows to the bottom.

Try adding an application from another page to the page where you want a 5th row. Once you reach 17 applications, you should see the 5th row.
