Hey, I was showing off my friend my iPhone 5 and he was asking how I had managed to turn on Decibel strength for WiFi and cell signal... I went to tell him but I actually haven't a clue... Kinda noob question but can anyone fill me in?

It's actually called Field Test Mode. Open your phone dialer and type: *3001#12345#* and call.

No if you want it to stay, once you're in Field Test you have to force quit the app. So press and hold power button until you see slide to power off. Release Power button and hold home button until the app quits. Voila.
Also if you want to toggle the bars back and forth, just tap the dBm indicator at the top left corner of your phone.
