Iphone 5 stuck in recovery loop and itunes won't detect it?

need help please was restoring my iphone then i got a 1602 error now my iphone 5's stuck in recovery mode loop and itunes wont detect it. i've reinstalled itunes and restarted my computer but its not working. could really use some help please.

What is this Apple hosts file in iTunes???

Sorry to be so dumb, but I cannot find this.

How do I make sure this hosts file is not blocking a restore.
