I have a tethering plan on my account on AT&T. Works fine with my HTC One X, iPhone 4S, Galaxy S3, Galaxy Nexus, Nexus S, Nexus One....yet on my iPhone 5 the option is there but asks me to call AT&T to add a tethering plan to my account. Anyone else with this?
 
Not exactly sure how it works back home, but I'm guessing you need some kind of bolt on. I'm with O2 UK, and have it...They only charge for tethered data, but you need the add in to make it work.

It's the same with International roaming...It's free, but you need to let them know.
 
If you in fact have a tethering plan than goto settings, cellular, and make sure cellular data is on and then scroll down to personal hotspot an make sure that is on. Turn off iPhone, wait a few minutes and restart. Check for personal hotspot functionality after a few minutes. May take up to an hour to see. I had the same issue on all four of my iPhones. Hope this helps
