I have had no issues with my iPhone up until today. I simply tried to set up a customized voicemail message. I am no where near an apple store, so this is why I'm trying to fix it on my own. The last time I tried before I took this screen shot was at 6PM and it is still not working. Fix it!
I just tested mine and had no trouble recording a Custom message. I did find out, however, that my voicemail hadn't been working since upgrading to iPhone 5 on 09/21. I had forgotten that with AT&T you must login again to your VM with PW in order for it to work again after upgrading to a different phone. I wondered why I hadn't gotten any messages in two weeks. After I signed in, several messages immediately came thru.
Is it possible that you need to login to VM before you can access the feature? Please excuse this info if you were using it successfully with an automated message after setting up your new iPhone.
