Maybe a dumb question, but seeing as parallax is being touted as a prominent thing in iOS 7 I wonder why Apple is choosing to color code wall papers for the iPhone 5c.

Is it unable to produce the parallax effect? Or marketing decisions?
 
Marketing. Having the default wallpaper match the color of the phone, despite what you may think of how it looks, is a logical idea.
 
Marketing. The bright colors attract the eye.

I'm sure Parallax works just fine in the 5c, as it uses the A6 processor which is in the iPhone 5, which does all of iOS 7 just fine (except, of course, the new fingerprint sensor in 5s).
