I know for the case but rumored specs for 5S is dual-core A7, 1GB ram and same 4" screen...

Not a big difference for 200 or 300$ more.

Who says 200 or 300 more?

5C will probably $99 on contract.
5S will likely be $199 on contract.

That is only a $100 difference.

And it will have a previous gen SOC, and not have whatever 'new' feature such as fingerprint recognition or motion detection, etc..

5S over the 5C

Possible fingerprint reader
Better CPU
Better camera
Dual flash
Possible better battery life
Nicer aluminum case
Possible more memory (?)
 
In such a scenario, the 5C would carry the 5's A6 processor. There is a strong possibility that the new A7 will be much more energy efficient, allowing for an optimistic 20-30% increase in battery life, which alone would be a differentiating factor.

The 5S would carry a better camera, along with the double flash, and would come in 32/64/128 GB storage options.

Add to that a new metal build, and you have a higher end phone versus a lower end, plastic cased one.
