Even the Moto X has 16GB and no expandable memory. So Google cares about profit margin also these days.
They are also pushing "cloud services". Carriers like cloud services because that pushes consumers to consume more data which means more money.
OEM's like Apple and Google/Moto like cloud services so they can sell more services.

Good point about the differentiation. Although I could see 16GB/32GB for the 5C. As for the 128GB 5S, it may depend on how many 128GB iPads they have sold just to use as a gauge for the possible desire for that size storage in an iPhone.I wouldn't be surprised to see 16GB 5C, then 32/64 5S. Adds another differentiating factor.

Actually once the price for 32GB of flash drops below a certain point (known to Apple) it would cost them less to not have a 16GB model as it reduces stocking requirements.16gb is plenty for the average user so apple has no incentive to reduce profits by removing the 16gb capacity. 16gb is the highest selling capacity
