Settings>wallpaper>choose the stills> on the very bottom.
EDIT: just realized it is different for every color phone. One im referring to is for the space gray phone
As cchunk pointed out it's in the Wallpapers section of the 5s. Or are you asking how to get it if you don't have a 5s? I'm not sure what you're asking.
Slighty off topic but is the wallpaper mentioned in this thread the stock wallpaper? I restored from backup so I'm curious what wallpaper the space grey has when setup as new.
No it's not the stock wallpaper, the stock wallpaper was this one. I'm not sure what the thread starter is referring to as the wallpaper that's on the box is in the settings

The background from iphone 5s box picture. Its white with some small dots. I looked in the wallpaper section and saw something similar but the one on the wallpaper setting section is actually grey.
I couldn't find the one on the box (Silver 5S) so I drew my own:
