iPhone 5S camera "Ghosting" lights

Take a look at the circled area, This is an upside down and backwards "Ghost" of the sign on the bus that says "Stop Requested"

I noticed this happens with lights when it is darker outside. I have a video that shows this example too with street lights ghosting at dusk.

Is this normal?
