So, friend of mine updated to ios 9. He cant get outgoing calls to work. He can receive and i tried troubleshooting with all the usual tricks. Reset, cellular toggle, shut down, etc.

Called the cell provider and they reset the phone signal. Turned phone off and on and it was fine.
