iPhone 5s setup: iCloud or iTunes ID?

Setting up new 5s from scratch and I prefer a new install as opposed to restoring from my iPhone 5. I have 2 Apple IDs (one for iCloud, one for App/Music purchases). Which one should I use at the beginning of the setup process to register my phone? I'm using iTunes for the initial set up.
