Is it possible for me to tether my 5S on Verizon without signing up for a tether plan?

When you say Tether, are you talking about connecting your iPhone to your Mac and taking a photo? If so you can open Image Capture, connect your iPhone, take a photo and download photo to Mac.

Or are you asking to use your Hotspot?

Share family plan has the Hotspot included in the price. Check with them and see what options you can get without going over the cost you are paying right now.

If you're on the old nationwide plans, aka the single data plan per line on a family plan, or individual plan, basically anything that is not a shared data plan. Your only option is to jailbreak and use a third party app from cydia. Otherwise you would need the $50 4GB + Hotspot data plan.

Or you can change to a more everything plan that has tethering included that unlocks the built in hotspot feature.
