My Iphone does not connect to wifi when locked. After I unlock the iphone it connects to the wifi and stays connected. Is this normal or is there a way to connect automatically to wifi when its in range and locked?

My iPhone 5 does the same thing. I think its a power saving function that kicks in after being locked with no communication for 10-15 minutes.
 
My iPhone 4 does this to I don't think it is to save power because cellular takes more battery then wifi. It's just really stupid and annoying.
 
I wonder if it started doing that with iOS 7. I remember when my Iphone 4 would automatically connect to wifi.
