Bought a 5s, needless to say it was locked and has an icloud account that can't be deleted does anyone know how to delete account, can't get into phone

It's activation locked, you need to contact the seller, the phone is dead otherwise.

If it is iCloud locked, you will not be able to delete the account or use the phone. If you purchased on eBay open a case since the phone is worthless.

Getting your money back depends on the wording in the auction. There are hundreds of iCloud locked phones being sold for parts. If the auction says it is sold for parts or is locked, the seller does not need to refund.

Why did you not test the phone out first? You should have logged in with your account before buying.
