iPhone 6: Failed passcode attempts "Restrictions"

Hi someone cleverer than I. iPhone 6: I discovered that in my "General" setting, under "restrictions" that there were 10 attempts to enter a passcode, and I should wait 60 minutes to try again.
My phone is not blocked, because I do not enter the wrong passcode to open it. However, when I entered my passcode in "restrictions" it was registered as a "failed" attempt!
Has someone been trying to enter my phone? Why is this happening?

Because you're entering the wrong passcode.

you'll have to restore the device to get rid of that passcode
